The official word is that the program is "part of City of Philadelphia's efforts to reconnect
residents to the river, and part of the Pennsylvania Environmental Council's efforts to increase recreation opportunities on the tidal portion of the Delaware River."
Which they can say all they want. We know where they got the awesome idea.

MAYOR NUTTER TO ANNOUNCE NEW FREE KAYAK PROGRAM AT PENN'S LANDING
WHEN: Sunday June 27, 2009 at 3:00 p.m.
WHERE: Penn's Landing Marina
Along the quay near the docks south of the Independence Seaport Museum
Mayor Michael Nutter, with the Pennsylvania Environmental Council and the Delaware River Waterfront Corporation will announce a free kayaking program will be offered in the Penn's Landing Marina this summer. Residents and visitors will have the opportunity to paddle around the marina under the supervision of trained kayak staff. The Mayor will make this announcement at the conclusion of the Delaware River Sojourn, a week-long paddling trip down sections of the Delaware River.
Philadelphia is an exciting waterfront destination, and both residents and visitors are looking for more ways to experience the Delaware River. This program is part of City of Philadelphia's efforts to reconnect residents to the river, and part of the Pennsylvania Environmental Council's efforts to increase recreation opportunities on the tidal portion of the Delaware River.
Funding for the free kayak program comes from the Take Me to the River grant program, administered by the Delaware Valley Regional Planning Commission with funding from
the William Penn Foundation.
Delaware River Waterfront Corporation (DRWC) is a nonprofit corporation organized exclusively for the benefit of the City of Philadelphia and its citizens. DRWC acts as the steward of the Delaware River waterfront to provide a benefit to all of the citizens and visitors of the City.

My wife and I would love to do this exciting activity but the earliest we could be there because of work is 5:30 is this to late and/or there enough paddles that we would be able to paddle after work?
