Talking about statewide universal health care has become as cool as adopting African babies. (Take that, Bradgelina!) With the Massachusetts legislature passing a law in April that promises near-universal health-care coverage for all residents by 2009, other states are taking the initiative to follow suit. In January, state senators proposed a bill titled the Balanced and Comprehensive Health Reform Act, which would establish a government agency to administer a statewide comprehensive health-care system for all Pennsylvanians.
