Padlock shock? No one, except the parents of its N.J.-native owners, was surprised that Static did not cling. The 22 S. Third spot was padlocked pre-weekend, capping what could be the shortest run (my “First Look” article was Oct. 3) in Philly club history. Employees, venue owners, (ye olde Revival) promoters -- all had one word for Static’s owners: “idiots.”… Next time your pal (or promoter) tells you he’s running for office, believe him: “I intend to make a full attempt to run for City Council,” says R5’s Sean Agnew via e-mail. He must collect 1,000 registered voter signatures to appear on the Primary Election Ballot of May 2003. Start signing.… Emerald City to open?
